The word 'lust' is a tricky thing in His eyes. If the one you 'lust over' is the one you love, then that is not a sin. However if the one you 'lust over' is not the one you love, or is an object, then that is a sin.
Lusting over that which you love does not take you from Him. Lust in a more broad sense takes you from Him and His light. That is why it is a sin.
